Call me uneducated or old-fashioned but I was trying to register my website on a site and they told me to provide a “Reciprocal Link URL”. What exactly is that?

Is there another way to create a link in a forum if they have turned linking to websties off?

I wanted to post a link to a question someone asked about where to stay in a city in France and some other links about the area but if i typed a http: or what not it just put [URL] around the link. Is there any other way to do this?
